-23 error reached maximum number

I did upgrade for windows 10 to May update after restart Nitro asked for activation again

I checked the serial online and it showed 

Number of Activations  0

Number of Activations Allowed   2

but when I use it on the software to activate I get error 23 msg that I reached the Max. activation

need help with that please
