Nitro Pro v13 x64 bit, on Windows 10 Pro, not opening for user

I can start Nitro Pro when logged in as the system administrator, but can not start the program when logged in as the user. The program just hangs, and never opens, not even a banner screen. Where can I start to troubleshoot? I have attempted to run the program as administrator, but it still would not launch when logged in as the user.

In order for me to further assist you with your concern, could you please provide the following?:

-Is this a new issue or has it occurred since after installing Nitro Pro? Any changes you are aware of before this happened (e.g. Windows Updates)?
-How many users has reported this issue so far?
-Build of Nitro Pro are you working with. You can find this out by clicking on 'About Nitro Pro' under the Help tab (format is 13.X.X.X, e.g. 13.2.3.26) or you can go to Control Panel > Programs and Features.
-Have you tried turning off User Account Control? How did it go?

Nitro Pro has never worked for this user. I ran a repair on the product, but was still unable to launch. 

We are at two users now for whom this product will not launch. 

Build is 13.2.3.26

We are not allowed to turn off UAC for our users.  :|

Thank you for this information.

Could you please provide their serial numbers so I can check their status in our licensing server?

To send them via private message, hover your mouse on top of my name 'AllainU' and select 'Message'. This matters because our business installers are different from the online ones.
