Using Highlight Button

I am having difficulties using the Highlight button in the Home tab menu

1. When I click the (Highlight) button and then select specific area of text in the document, for example whole line or paragraph, the program highlights only partial pieces of my selected text.
2. If I do it the other way around, i.e. first select a text and then click the (Highlight) button, the highlighting doesn't apply at all
3. Is there a way to just have the highlight effect WITHOUT the accompanying comment in pop-up note?
4. What is the proper and productive way to use this feature?

Using the version 13.16.2.300 on Windows7 64-bit
