When I use the online tool I am given the below messageWe were unable to validate your serial number. Please ensure you entered it correctly. If you believe you are eligible for an upgrade, please leave a post on our Community Forum and update us with your issue. Once done, we should able to execute a few changes on your account records and you should be able to upgrade to version 13 with a discounted rate through our Upgrade Portal.
