Under Erase menu, use Whiteout on a section, the whole documents turns into vertical black lines

Under Erase menu, used Whiteout on a section (any section) and the whole document turns into vertical black lines. The document is a scanned image. Is this a known bug or whiteout does not function on a scanned image?
