I performed a test on my end with Nitro PDF Pro 13 (fresh install) and the PDFs I opened in Outlook creates a new tab in one instance. I made a screen recording so you could see the results: You may try to repair your Nitro PDF Pro installation and see if starts to open (in new tab) the PDF files from Outlook.
