Unable to activate license - "Please select devices to deactivate."

I have pro ver 11 lic 234600-______-361210. You're running me in circles trying to activate a replacement main office computer. Your "deactivate" button does not work as it gives me "Please select devices to deactivate."  WHAT NOW? There is nothing to select.  I cannot even contact your tech support by email now.
