Unable to upgrade licenses to version 13

I have 3 licenses that I am trying to update to version 13, but get an error message on the site when I check for the upgrade elegilibilty. The message I get is "Thank you for your submission. This Nitro PDF Pro serial has already been upgraded and you are currently operating on our most recent version, Nitro PDF Pro 13." 
I've been able to upgrade multiple other ones, but these last 3 will not let me.

Could you please provide all the existing serial numbers that you would like to upgrade to version 13 through the Upgrade Portal?
Please provide which license were successfully upgraded and which ones are not.
