I paid for an activation for 20 accounts and I am only getting 2 and being told I need to pay for me. I have a business and this needs to be put on all my computers at work.

I checked your purchase using the email address you are using now. The purchase was for a single-user serial number (Qty: 1). Did you use a different email address to purchase other serial numbers?

With this serial number, you can install on a primary computer and also a secondary computer. This is to allow you access to our product whilst you are away from your primary installation.

So this is what we had purchased for our business and it says that we should be able to use up to 20 licenses on this. How do we go about getting this since this is what we paid for?

As you can see I was clearly charged the $179.99 (was given a discount). I have reached out to Cleverbridge as well, since they are the ones I purchased this from but I really need to get this on all my computers since I paid for the 20 licenses.

The price for those who are purchasing 1-20 licenses (or less than 20 or less) of Nitro PDF Pro® is $179.99 per user. 

The QTY. you purchased is 1. This is a single-user license. If you have 20 users, the QTY needed to be set to 20 as well.
