purchased upgrade, but "Specifies that we were unable to complete the activation of the product."

I own a pdfpen for Mac v.12.  I purchased an upgrade to Nitro PDF 13 pro.  But when I try to activate the software, it said " Specifies that we were unable to complete the activation of the product."   I don't know why ?

I tested the new key.  A new error message shown up.  It reads " Unable to obtain license.  Please try again in a few minutes."   I did try a few times, but the error message show up every time.

(Earlier, when using the old key, the error message is " Specifies that we were unable to complete the activation of the product.")
