Unable to move current valid activation/license to new laptop

I am unable to deactivate and reassign my 2 activations/licenses so that I can reinstall on newer, different laptops.  I keep getting a -24: Activation Error.  Can the activations be reset to 0.  I have a valid serial number (234************) for Version 12, but can't get past the error previously noted.  Please advise.  Thank you.

The provided serial number is a version 12 license and this requires a Nitro PDF Pro 12 specifically build 12.16.9.574. 
Please check which version and build is installed on your computer by opening Nitro PDF Pro then navigate to the Help tab > About Nitro Pro. If your installation is not on 12.16.9.574, please install that using the installer from the following location:

32bit - http://install.nitropdf.com/professional_12169574/en/retail/nitro_pro12_ba_x86.msi 
64bit - http://install.nitropdf.com/professional_12169574/en/retail/nitro_pro12_ba_x64.msi
