Free upgrade to Nitro Pro 14 fails

I just received an email for the upgrade to 14

I am a Version 13 user, is the upgrade free and if not what is the cost to upgrade and is it worth it.

Upon checking, the serial number provided was purchased around January 2019.
Please note that this serial number is eligible for an upgrade to version 14, however, it is a discounted upgrade and not free. 

To upgrade, visit the Upgrade page located here https://www.gonitro.com/support/upgrade then enter that serial number. You should be receiving the message 'You’re eligible for a discounted upgrade to the newest version of Nitro Pro'
