Highlight a non-text area

I would like to highlight an area on my pdf but it is not text (GD&T callouts). I have tried using a rectangle but it just covers it. Changing the opacity changes the color, not what I'm looking for either.  Is there some other way to achieve this?

Thank you for posting on our Community Forums!

The highlight tool only works on editable text. The Shapes tool workaround that you described, which is also described in the link below, is the only workaround available for this:
Using the Shapes tool to highlight on images
