Set default "mode" to EDIT when opening scanned PDFs...?

To expand on the title: I'm trying to open scanned PDFs as "editable" straight away, as the default mode for opening those specific types of PDF files (as if I'd already gone through the process of converting scanned PDF files using the OCR function). I will elaborate/rephrase if necessary.

Would anyone happen to know how to do this / if it's even possible?
