error 23: can't install nitro> "License number already used"

purchased nitro pro, installed it on 2 devices which where lost to water damage in our offices. Now every time i try to activate nitro pro 11 on any device, I get the error 23:error License number already used.

Support team, feel free to cancel every device license key activation you have on your servers so i can please reinstall the product I paid for. i have had no responce to my support ticket whatsover. Please help.
