-23: Error - License number already used

We purchased "Nitro Pro 11 for Enterprise English: Desktop Edition for 5 user(s)" two days ago. Only one user was successfully installed before this error appeared "-23: Error - License number already used".

When I check the license, it says:

Version 11
Status Active
Number of Activations 1
Number of Activations Allowed 5

However, only one computer can have Nitro. After we deactivated Nitro on the first computer and activated it on the second, same error appeared when we tried to activate any other computer.
