-23: Error - Licence number already used--AGAIN!!!!!

Hi, You recently released my licence number following a windows update and the above error message. There was another update due, so I de-activated my licence, did the update tried to activate again and am still getting the above message. I went to the licence activation portal and it tells me I have 0 activations, but still it gives the -23 error and won't let me activate. This is the 2nd time in 2 weeks that I can't use my software. I am trying to run a business. I need my software activated now, and how can I stop this happening please??

Thank you. I'm back in business now. Does the activation portal work now? Yesterday it was saying I had 2 activations to use, but still it wouldn't activate.
