Printing single page will not Zoom or Shrink to fit Page

I'm trying to print a single page onto an 8 1/2" x 11" sheet.  The page appears to fill the full 8 1/2" x 11" page, less margins on the screen.

When I select Print, Print  Current Page, there are several options available under Page Scaling.  

• None
• Expand to fill printable area
• Shrink to fit printable area
• Auto rotate and center pages
• Use PDF page size to select page source

For each option, the information on the screen did not print right.  It was either cut off or shrunk to maybe 15% of the page size.

If I extract the page, it prints correctly.  Is this workaround always needed?
