-23:Error - License number already used

We bought a license for 4 users, and only 1 has been activated. When we go to use it on the other devices though it gives us error -23:Error - License number already used. I've checked on your support page and it only shows one activated:

Status Active
Number of Activations 1
Number of Activations Allowed 4

 Can you please help me get this going asap? We have trials that have expired and it's a hurry to get them working again.
