Pencil function

In February I posted an inquiry concerning pencil losing functionality. The application has now entirely ceased allowing annotations and underlining in PDFs using the pencil menu option.

I am running the current version of Nitro Pro 11 on a Surface Pro (the most recent version) running Windows 10 (up to date) using a Surface Pen (the next to last iteration). The pen works fine in other applications. In Nitro Pro, when I select "Pencil", and move the pen over the document, the large + cursor appears, but all I can do is move the document around in the window. I am unable to make any annotations in the PDF using the pen or using my finger. This behavior is a further deterioration from the experiences described in my February inquiry. I would welcome any suggestions. Thanks.
