"Time Validity" for signatures always from computer's clock

I've tried configuring many different time stamp servers in "Preferences -> Digital Signatures -> Time Stamp Servers" that have been confirmed to work in other programs, but after signing or certifying a document, the resulting signatures properties always show that the time was taken from the local computer rather than the time stamp server.  No errors are given and the application does try to contact the timeserver since it asks to add it the the internet connection whitelist.  Here's an example server that works in other applications, but not Nitro Pro 11 (latest build):
