Same Document Different Security Settings

When trying to combine files in Nitro Pro 11, one user is getting the following error message  " (document name) is restricted or has limited access to some features"   When I go look at the "Show all Properties>Security,"  I see that "change document" and "Document Assembly" are both set to Not allowed.  But if I open this same document on a different users computer,  Those 2 items are set to allowed, and they can combine the files without any errors.  Does anyone have any ideas how to change this on the computer that is having the issue???  Please advise.
