Deactivated Nitro11, trying to dowload Nitro11 again to apply to a new PC

Received a new laptop and I would like to deactivate and reinstall Nitro. I have successful deactivated the software; however, I am experiencing troubles trying to INSTALL v11. System will download the software but will not INSTALL the software. Stuck and need assistance.

WOW...how difficult can we make this?!!

All I am trying to accomplish is the reinstall of v11 so I can activate the license. System will not allow for this and I cannot LOCATED ANYWHERE on the ENTIRE WWW how to have a live chat with someone from Nitro. Please advise.
