Error 23 even though there are no active leicenses

I am trying to activate Nitro pro on a new works computer. I have deactivated Nitro off two previous computers which we no longer use. When using the activation link through Nitro it tells me that we currently have 2 uses on the licence with none currently active. Despite this when I try to activate Nitro on the new PC  I keep getting ERROR 23 which states that the license is already in use however this is not the case. I have tried uninstalling and re installing Niro as well as uninstalling Nitro off the other PCs however nothing is working. 

Can Anyone help ?
