Transferring License - Error Code 19

Transferring license to new computer.  Get error code 19 and cannot activate.  License has already been deactivated.

Old version was, new version is

The error that you are receiving is commonly caused when a machine has possibly an anti-virus software or firewall setting that is preventing the software from activating.
