Nitro Pro 9; Deactivated License via portal, receive error 23 when re-activating

In an attempt to manage our organizations installs of nitro 9, I deactivated a series of licenses via the Nitro portal (licenses.gonitro.com). For most of the users/machines I had no issue reassigning the licenses, but for one, when I attempt to apply the license I receive an error 23, license already used. When verifying via the portal, it shows that the status is active and the number of activations is 0 out of 2 available. I've uninstalled and reinstalled Nitro Pro 9 as well as ran the Nitro cleanup utility in an attempt to clear any residual data. No luck. Any thoughts?
