Activation/Installation Issues

I have upgraded computers and cannot activate version 11 on the new system. I deactivated on the old system, went to the licensing portal and deactivated there as well. It shows that I have 0 activation's and 2 activation's allowed, but I am still unable to activate using my License Number.
