-23 error despite deactivating. Cannot reactivate on new PC

Like many others here, this seems to be the only way to get product support despite this being a system issue. I can reactivate my 'old' installation on the old PC, but cannot activate the new one with an error -23 telling me all my licences are used. The licence portal shows no installations. Extremely frustrating. Please advise how to activate new installation.

I cannot locate your using the email address you used. Can you please send me via direct message, the serial number you are using?

Hi Leslie, I've sent a direct message. When trying to change the email address in my profile I get a 404 not found error for the page. Thanks for your help.
