Creating PDF from scan poor quality

When creating a PDF from my scanner in Nitro Pro 12, HP Office Jet 8600, the quality is poor and often unreadable.  If I scan PDF to PC from the scanner the quality is good and always readable.  In addition when I run the OCR tool quality is reduced.  Is there something in settings that can correct this?

When scanning to PDF using Nitro Pro, we have the following quality settings. Have you tried using every options?:

With regard to OCR reducing the quality, please go to Advanced and use higher quality settings:
