-23: Error - License number already used

Please help me out on this activation error.

I have deactivated my license and it shows my status as active, number of activations 0 and number of acivations allowed as 2.

However, I'm unable to activate and get this -23: Error - License number already used.

Please let me know how to resolve this. I have 14 days to use Nitro Pro 11 before I run into problems with this.
