Transfer license to another user

Good Morning. I'm need transfer licenses between employees. We have already purchased a license for an employee that no longer works for us and would like to transfer her license to another employee, if possible. I've already gone through the online customer support site, but only get emails about making bulk purchases that don't address the questions I have submitted.
I have serial number, but we lost account to access to site.
Could we restore account to cabinet and how to we could transfer to user.
