Unable to use Nitro 9

We recently deactivated and uninstalled Nitro 9 from computers it was not being used one. Our license number is showing that 0 of 2 are being used, but when we type in the license code it says:

-23: License number already in use.

We've tried restarting, it's been uninstalled, the link we are using to reinstall came directly from Nitro. Any advice? My admin team hates me for not already getting it reinstalled for them to utilize.
