the documents keep converting to a bitmap

I am trying to convert documents from a PDF to word but the program keeps saying "The selected PDF file contains scanned pages that will appear as a bitmap images in the converted PDF file."

Thanks for posting here!

That means the file that you originally submitted is made up of full-size images. 

You will need to perform OCR on the PDF before you can convert it to editable Word. Optical Character Recognition, or OCR, is a software process which enables images of printed text to be translated into machine-readable text. OCR is most commonly used when scanning paper documents to create electronic copies, but can also be performed on existing electronic documents (e.g. PDF). Please note that OCR is only looking for text - Images, signatures, and some lines may not appear appropriately. The quality of the conversion is also highly dependent on the quality of the original scan/pdf.
