I created a new Word document in Word, typed a line, then set the document to restrict editing. I then converted it to a PDF (right-click on the Word doc, and choose Convert to PDF), and the PDF didn't have any security restrictions on it. If you go to File, Protect document, you can see what permissions are set on the document- what ones do you see set for your converted document?
