NitroPro v13- Something is blocking Nitro from Proceeding, Error occur when resolving resources

I am trying to install from the .exe file. I was able to find this error in the forum previously and downloaded the v12 .msi file, but the activation code does not work. The installation has worked on other computers, so I know it's not my network. 

Can you please refer me to the correct v13 .msi file to download before I waste more time? Thank you.

Please try temporarily disabling your antivirus and try again.

I disabled the antivirus first, and still got the error. This is only happening on one computer in our agency, and the antivirus had not interfered before. I had seen the solution on this forum before with a download to the .msi installation package. Can I get a download to the .msi package for version 13 please?
