Cannot activate after a machine reload

Hi

I'm having an activation issue after reinstalling a crashed laptop 

I have already deactivated the previous install on the portal and It is reflecting ZERO activations now. However, when I try to activate Nitro on the new machine, I'm getting an error message saying  
Error 23: Licence number already used.

Im using version 12.16.3.574
