Converting license from Pro 12 to Pro 13

I have a license for version 12 with VIP Access that ended on 10/22/19.  Since that access would have included a upgrade to version 13, I would like to upgrade my license for free.  Version 13 was released in September.  Please let me know what I need to do.

License key:  234600-xxxxxx-yyyyyy
