Nitro 10 De-activated - But error -23

Hi - I deactivated Nitro 10    "0" licences used "2"  available but cannot activate it on a new computer.

Error 23 - Any help appreciated. Not sure how to proceed without displaying the Licence number in question in an online forum. ?
