Error 23 - License already used - NitroPro 11

Trying to activate NitroPro 11 on my new computer.  Per the Activation Portal I have 2 allowed activations and am using only 1.  I deactivated and it showed zero activations used, successfully activated it on my laptop, but getting an error on the desktop when I try to use the second activation.
