Unable to flatten downloaded IRS tax forms

When I download IRS tax forms in PDF format with fillable fields, I am unable to save them as flattened PDF's. The "Flattened PDF" option simply does not appear on the Save As screen. How can I save downloaded IRS tax forms as flattened PDF"s?

Unfortunately, this is not possible as well with Adobe because IRS forms are US government documents will high restrictions:

I can correctly print completed IRS tax forms using Adobe Acrobat Reader. Why can't I print them correctly using NitroPro?
