3 licenses will not activate

We purchased 4 licenses and 3 of them will not activate.  The one license that is activated and installed on only one computer shows that both activations have been used and I'm almost certain this is not correct.  
Is someone available to help me sort this out?  Thanks in advance.

-The Computer ID if the active user by referring to this article: https://kb.gonitro.com/knowledgebase#/search/computer id/000003832. I am referring to the license that is installed on one machine only.
