v13 activation issues for VIP access

I've renewed my VIP access but my serial number doesn't work for 13.  I didn't receive a new serial number so I wonder what's going on.  It says the number entered does not exist.  Does v13 need a different serial number?  If so, how long does it take to receive a new serial number via e-mail?
