License not activating

Afternoon, 

We have a 30 user license for Nitro Pro 12. 

I had a user switch to a new computer. I deactivated and removed Nitro Pro 12 from the old laptop (which is still in use) and installed Nitro Pro 12 on their new computer. 

I can't seem to activate it though, an error for too many activations. I checked our key on the license portal and it reports 29 activations out of 30 allowed.

Please assist as we now have a user who requires this software and cannot use it.
