Issues with Nitro Pro 12 Activation

I tried activating my Nitro Pro 12 but I get "-23:Error - License number already used". It states that I have used the maximum number of activation. 

I had already deactivated the previous one (as confirmed by the portal) and I deactivated the other copy through the portal as well. Currently, the portal says that I am using 0 of 2 permitted activations.
