How can I install Nitro Ver 12 on two PCs?

Our company has multiple Nitro licenses. 

One user has a Nitro version 12 license and it is installed on her office Windows 10 Pro PC.  Now she is working 2-4 days per week from home on another Windows 10 Pro PC and needs to have Nitro 12 without having to deactivate and reactivate the license between PCs.  The Office PC has the Nitro 12 license activated.  This user will either be using her work PC with Nitro or her home PC with Nitro.

I saw this forum post from Aug 2019 

I followed the link in the above post and got the current version of Nitro 12 and install it.  When I try to activate the home PC with our Nitro 12 license I get this message 

-23 Error- License number already used.

We only have the one Nitro ver 12 license with the serial number I am using.

Any idea what I can do to activate the home PC.
