Converting images to a specified page size

My users are having issues when converting images. For example, even though their Nitro printer preferences to print to a letter sized PDF, converting images keeps the original file size. We have clients texting extremely high resolution pictures and I'm surprised we can't force set the page size when converting a file. 

I know I can fix these by using the edit tool and setting the page size with the format options, and then under Page Layout -> Crop set set the page size. However, my users may have difficulties. Is there no other option for resizing pages with Nitro?
