Activation and no VIP service

Hi, I am trying to activate Nitro Pro 12 on a new computer. It has been deactivated on the old computer. I have checked your activation portal and it says there are 2 licences free but I continuously get error 23 when trying to activate on the new machine. Also when I purchased this particular upgrade it included VIP but I can't submit a support ticket either. Please help.
