Cannot activate - Error 23

I have installed a new machine and cannot activate Nitro Pro. I have deactivated all devices (despite deactivating one licence, confirmed on the Nitro activation portal, and still getting "error 23 licence number already used"). So the website confirms I now have two available licences, but continue to get the Licence number already used error. Please resolve. Thank you.

Thanks, this worked. Please note the automated feature is therefore not working, either from deactivating a licence which I did, had confirmation I had a spare licence yet still received this error. Then deactivating all licences and still getting the 23 error.
