Cannot Validate SN for Nitro Pro v13 Upgrade Offer

I am attempting to take advantage of the promotional pricing to upgrade Nitro Pro to version 13 for several users at the firm I represent, however, the 1st one worked and now the second one can't be validated for an upgrade. How do we fix this because version 11 is installed? Will I have this issue upgrading each PC?
