Want to Pay for the 2 users on our Serial/Licence at the same time

We've received the email to upgrade to version 13.  Upon going through the process it will only allow you to pay for 1 user at a time.  There's 2 users on our Serial Licence and we'd like to pay for the upgrade for both at the discounted rate at the same time.

You can only upgrade one serial number at a time. Please send me a screenshot if you are receiving an error message for the 2nd upgrade.
